Illinois IDFPR had proposed rules open for comment through June 29, 2026 to implement the Digital Assets and Consumer Protection Act at 38 Ill. Adm. Code 1031. The proposed Part 1031 covers definitions, money transmission treatment, applications, renewals, surety bonds, and enforcement.

IDFPR proposed a new regulatory part for digital asset activity under Illinois law. It would build out application, renewal, bonding, and enforcement requirements for covered entities.
