In the June 10, 2026 New York State Register, DFS published a proposed rule titled Risk-Based Capital (P). The amendment would remove the January 1, 2027 sunset and make permanent the treatment of certain fixed-income ETF shares as bonds for insurer RBC reporting if specified criteria are met.
